It follows that if new evidence has appeared about the potential consequences of the EURATOM Basic Safety Directive, Under Article 20 (in the original 1996 version Article 6) all practices involving radiation exposure have to be re-justified. It is a legal requirement. What is proposed, therefore, is that all individuals resident in or citizens of a EU member state country, and all NGOs based in such countries, petition the European Parliament to require a re-justification of all radiation producing practices covered by the Euratom Basic Safety Standards Directive in any of its forms in the light of the new scientific evidence of health risks.

This new evidence is appended to the Petition as an Appendix and petitioners may ask for the evidence to be presented in any scientific discussion by members of the European Committee on Radiation Risk www.euradcom.org , or the International Committee on Nuclear Justice www.nuclearjustice.org .

The recently resigned Scientific Secretary of the ICRP, Dr Jack Valentin , concedes to Pr. Chris Busby (ECRR) that the ICRP model can not be used to predict the health effects of exposures and that for certain internal exposures it is insecure by up to two orders of magnitude.
He also says that as he was no longer employed by ICRP he could agree that the ICRP and the United Nations committee on radiation protection (UNSCEAR) had been wrong in not examining the evidence from the Chernobyl accident and other evidence which shows large errors in the ICRP risk model.

Commission the Fukushima International Scientific Advisory Team, save Spent Fuel Pool #4, and stop Fukushima.

The following Whitehouse.gov petition for international support to save spent fuel pool #4 has gotten only 678 of  24,322 needed by May 8, 2012:

The #4 Spent Fuel Pool was badly damaged in last year's earthquake and ensuing hydrogen explosion. Its collapse would result in a complete loss of control at Fukushima and a subsequent release of radioactivity so great as to cause what former Prime Minister Naoto Kan has called "a demonic chain reaction" of nuclear meltdowns at nearby plants. Japanese diplomat Akio Matsumura has said this release would "destroy the world environment and civilization."


We the People call on President Obama to commission the Fukushima International Scientific Advisory Team and lead the international community in bringing the weight of the world's collective resources to bear in saving the Reactor #4 Spent Fuel Pool from collapse and ending the slow-motion radiological holocaust emanating from Fukushima.

7/17/2011 Residents of Fukushima trapped in dangerous radiation contaminated areas due to lack of government evacuation order/aid

Last month, the parents of 14 students sued the Koriyama Municipal Government in order to get their schools moved to safe areas. This is the first of its kind lawsuit brought against the Japanese government. Quoting from the article Radiation scare prompts lawsuit to move Fukushima schools from Majorix News:

In a suit filed at the Koriyama Branch of the Fukushima District Court, parents of 14 pupils attending either elementary or junior high schools in the city sued the Koriyama government, demanding schools be moved as blocs into safe areas.


“Our aim is to make sure all children in Fukushima Prefecture can take classes in safety,” Kenichi Ido, a lawyer for the plaintiffs, said.


Lawyers for the plaintiffs said they had calculated that of the 266 elementary or junior high schools located within cities in Fukushima Prefecture, merely five recorded radiation levels below the safe average annual radiation exposure level of 1 millisievert as outlined by the International Committee on Radiological Protection (ICRP). In nearby Aizu, where radiation exposure is comparatively low, only one school falls below the ICRP guideline.[1]

Back in May MEXT (Ministry of Education, Culture, Sports, Science and Technology) announced it would increase the safe exposure limit by 20 times from 1 millisievert per year to 20 millisieverts per year but parents pushed back and now MEXT said it would abide by the old safe exposure limit as specified by the ICRP (International Commission on Radiological Protection).[1] Thanks to whomever signed the petition from Green Action Japan, apparently you did help make a difference!

Putting public pressure on politicians can be effective. Residents in Fukushima City are calling out for the world's assistance in persuading the Japanese government to issue an official evacuation order for them so that they can evacuate themselves and their children from dangerous radiation contaminated areas. A recent saddening development is that the Japanese government is actually thinking about lessening its evacuation zone and sending residents back in to previously evacuated areas. According to yesterday's AFP article Japan PM visits Fukushima amid talk of cut in zone:

The government is now looking at resettling people in evacuated areas outside the plant's 20-kilometre (12-mile) no-go zone, although it has declined to give a specific timeframe.

The mass-circulation Asahi Shimbun on Saturday said the situation has improved enough for the government to consider narrowing an emergency evacuation zone, imposed between 20 and 30 kilometres from the plant, in August.[2]

This is quite bad news, because it means that financial assistance to help people evacuate will be lessened as well.[2]

Presently financial assistance is only available to evacuees who were living within a certain radius (20 km) of the Fukushima I nuclear power plant when the accident occurred. This is already keeping people from leaving contaminated areas who might otherwise be able to evacuate (if given an official order by the Japanese government along with financial assistance), as per the plea from Moms to Save Children from Radiation above.

I thought the following video by political activist and talk show host Alex Jones summarized the plight of those living in radiation contaminated areas quite well.


This is an impromptu video made by Mr. Jones before he went in for an interview with RT News concerning the topic of Bohemian Grove. The Bohemian Club includes several thousand of the Western power elite and they meet once a year in Bohemian Grove to engage in ritual sacrifice (to the ancient Babylonian god Moloch via the Cremation of Care ceremony), cavorting/debauchery and, some would argue, plotting world domination.

Receipt of Request for Action

    Notice is hereby given that by petition dated March 12, 2011, 
Thomas Saporito (petitioner) has requested that the Nuclear Regulatory 
Commission (NRC) take action to order shutdown of all ``nuclear power 
reactors in the USA [United States of America] which are known to be 
located on or near an earthquake fault-line.''
    As the basis for this request, the petitioner states that following 
an 8.9 magnitude earthquake on March 11, 2011, in Fukushima, Japan, one 
or more nuclear power reactors there sustained significant damage which 
resulted in the release of radioactive particles into the environment, 
and that the Japanese authorities ordered a ``General Emergency 
Evacuation,'' but many Japanese citizens were not able to timely leave 
the affected area and were subject to radioactive contamination at this 
time. The petitioner further stated that many of NRC's licensees 
operate nuclear power reactors on or near earthquake fault lines and 
could, therefore, be subject to significant earthquake damage and loss-
of-coolant accidents similar to that experienced by those in Japan for 
which an on-going state of emergency continued to unfold.
    The request is being treated pursuant to Title 10 of the Code of 
Federal Regulations Section 2.206 of the Commission's regulations. The 
request has been referred to the Director of the Office of Nuclear 
Reactor Regulation (NRR). As provided by Section 2.206, appropriate 
action will be taken on this petition within a reasonable time. The NRR 
Petition Review Board (PRB) held two recorded teleconferences on April 
14 and May 25, 2011, with the petitioner, during which the petitioner 
supplemented and clarified the petition. The results of those 
discussions were considered in the PRB's determination regarding the 
petitioner's request for immediate action and in establishing the 
schedule for the review of the petition. As a result, the PRB 
acknowledged the petitioner's concern about the impact of a Fukushima-
type earthquake and tsunami on U.S. nuclear plants, noting that this 
concern is consistent with the NRC's mission of protecting public 
health and safety. Currently, the NRC's monitoring of the events that 
unfolded at Fukushima has resulted in the Commission establishing a 
senior-level task force to conduct a methodical and systematic review 
to evaluate currently available technical and operational information 
from the Fukushima events. This will allow the NRC to determine whether 
it should take certain near-term operational or regulatory actions 
potentially affecting all 104 operating reactors in the United States. 
In as much as this task force charge encompasses the petitioner's 
request, which has been interpreted by the PRB to be a determination if 
additional regulatory action is needed to protect public health and 
safety in the event of earthquake damage and loss-of-coolant accidents 
similar to those experienced by the nuclear power reactors in Japan 
resulting in dire consequences, the NRC is accepting the petition in 
part, and as described in this paragraph.
    A copy of the petition, and the transcripts of the April 14 and May 
25, 2011, teleconferences are available for inspection at the 
Commission's Public Document Room (PDR), located at One White Flint 
North, Public File Area O1 F21, 11555 Rockville Pike (first floor),

Editor's Comment: It is refreshing to see local governments sticking up for the people, in trying to keep the old 1 millisievert/year safety rule for children. 20 millisieverts/year as an arbitrary standard is ridiculous. An important benchmark to watch hourly Geiger counters against is 1 millisievert/365/24 or .1142 microsieverts/hour. Note that children are three times more susceptible to radiation effects than adults.
