1/25/2012 Leaked Japanese Report Details 'Worst-Case' Nuclear Scenario

The Japanese government predicted a worst-case scenario at the height of its nuclear crisis last year warning that tens of millions of people, including Tokyo residents, might need to evacuate the region to avoid contamination.

9/30/2011 Japan Panel Confirms Nuclear Agency's Attempts To Control Public Opinions

TOKYO -(Dow Jones)- An independent panel advising the Japanese trade and industry ministry confirmed Friday that the ministry's Nuclear and Industrial Safety Agency was involved in attempts by utilities to manipulate public opinion on nuclear power.

Between 2005 and 2009, NISA officials asked plant operators to encourage employees to attend public meetings and symposiums and express opinions in favor of nuclear energy, according to the panel's report.
The panel said that the revelations may further undermine public confidence in nuclear energy after the disaster at the Fukushima Daiichi nuclear plant.

Dr. Shunichi Yamashita is Radiation Health Risk Management Advisor of Fukushima. He was a professor at Nagasaki University when appointed on Mar. 19, and now Vice President of Fukushima Medical University.

He has preached "radiation exposure up to 100mSv/yr is safe" during his many brainwashing lectures in Fukushima and is widely criticized. This video is a segment from the Q&A session of the Symposium called "From Nagasaki To Fukushima," held at Aoyama Kaikan, Tokyo, on May 20, 2011.

7/31/2011 Kan criticizes nuke watchdog for manipulation

Prime Minister Naoto Kan has criticized Japan's nuclear regulator for trying to manipulate public opinion on nuclear power.

Kan attended an energy policy forum on Sunday in Chino, north of Tokyo. He referred to the alleged manipulation of opinion on nuclear energy by the Nuclear and Industrial Safety Agency.

The agency allegedly told Chubu Electric Power Company to ensure that some participants at a symposium asked prearranged questions in favor of nuclear power. The event was held 4 years ago in Shizuoka Prefecture, which hosts a nuclear plant.

Kan said if the allegation is true, it means that the agency sided with the utility to promote nuclear power, although the agency should ensure the safety of nuclear plants for the public.

Kan likened the agency's allegation to the scandal of tainted blood products, which he tackled when he was health minister in the mid-1990s.

In the 1980s, many people, mostly patients with hemophilia, contracted HIV through tainted products because the health ministry allowed drugmakers to sell them even after safer products were developed.

Kan said the current nuclear administration and system totally lack the ability of responding to nuclear accidents. He put the blame on the realignment of government offices about a decade ago under Prime Minister Ryutaro Hashimoto that created various committees in the Cabinet Office.
Kan expressed his resolve to address the fundamental reorganization of institutions related to energy policy, and not just the separation of the agency from the economy ministry. He said he will pursue a fundamental reconstruction of the nuclear and energy administration from a position free from any vested interests.

7/25/2011 Gov. releases radiation forecast system data

Japan's nuclear watchdog has released results of their analysis on how radioactive substances spread after the Fukushima Daiichi nuclear plant accident.

The Nuclear and Industrial Safety Agency released data analyzed by a computer forecasting system designed to track the movement of radioactive substances based on wind and weather.

The System for Prediction of Environmental Emergency Dose Information, or SPEEDI, calculated 6 days' worth of data, from March 12th through 17th.

The results show the amount of radioactive substances in the atmosphere, external exposures and accumulation on the ground.

A map from March 12th, a day after the disaster, shows radioactive substances first flowed towards the southeast and then gradually moved north.

The Agency says it calculated the data based on updated figures obtained from the nuclear reactors through June.

The 600 pages of information are available on the internet.

The Agency will provide all the data to Fukushima Prefecture. It wants to use the information when conducting health research for its residents to estimate their amount of radiation exposure.

Tokyo Electric Power Co. knew there could be an explosion at the No. 3 reactor at the Fukushima No. 1 nuclear power plant the day before it happened, but didn't report the possibility to authorities.

The failure to notify the central and local governments was revealed in reports submitted by TEPCO to the Nuclear and Industrial Safety Agency (NISA) of the Ministry of Economy, Trade and Industry (METI).

The reports were made available on NISA's website June 24.

The Japanese science ministry has admitted failing to release some of its projections of how radioactive substances would spread if they leaked from the Fukushima Daini nuclear power plant.

The science ministry used a computer system called SPEEDI to calculate how radiation would spread depending on the weather and terrain.

It said on Friday that it had failed to release 37 projections for the Fukushima Daini plant. It made the projections once an hour from 6PM on March 11 to 9AM on March 13.

The ministry said it had overlooked the existence of the data because it stopped making projections for the Fukushima Daini plant on March 13.

It was found on Thursday that the Nuclear and Industrial Safety Agency had failed to release 5 SPEEDI calculations for the Fukushima Daiichi and Fukushima Daini nuclear plants.

The government said in May that it would release all projections made with the SPEEDI system.
